What are my "push" options

If I want to auto update a devices data after x number of seconds (when they are logged into app of course)?
I am thinking about a message alert (office employee needing to send a message to a truck driver or salesman using an intranet app).
Or an office employee sending a message to a customer using a mobile web app. Or in my case customer is looking at bids and want to refresh after x seconds with new price off the chicago merc.
